President Museveni also the commander in Chief of Armed Forces has started a hunt for a suitable and a qualified and senior UPDF officer who is going to deputize Dr Johnson Byabashaija as the deputy commissioner General of Uganda prisons Service, SpyReports has learnt.
According to our highly placed sources at State House, Museveni’s move to deploy an army officer to prison’s administration came after getting intelligence briefing that unearthed mother of all scandals including politics, theft, nepotism, aiding prisoners to escape, recklessness and mismanagement of prison resources.
Our source also revealed that the last incident where suspects escaped from prison authorities in court made him sense that a number of things are being handled in a wrong away saying that there was total laxity which needs a new and fresh administrator.
Museveni who was speaking at the women’s day celebrations in Mityana district blamed Masaka Prison authorities over the escape of Musu Galiwango and Meddie Kidawalime suspects in the Masaka murder case.
“These Prison warders removed handcuffs from these suspects and they started dosing, then they escaped, I told Byabashaija that they have to look for them,” Museveni said
“I don’t even know who gave them the permission to remove these handcuffs; I hear that’s what the law says, which law is that? I don’t know about it yet I have been here for 30 years, so this recklessness is the problem, “he added.
One of the suspects was gunned down in Bukomansimbi where they had gone to stage robbery while the last one was also shot and injured in Rwashamire Ntungamo district.
This was after the president directed Byabashaija to look for them and arrest them or else to follow them.
It is indicated that the president Museveni now wants to make prison services more of a military institution after they have be retrained by UPDF officers just like their police counterparts.
Byabashaija fires reckless Prisons Chiefs
Meanwhile, prisons boss Johnson Byabashaija has suspended several prisons commanders after inmates escaped from cells.
In Masaka, the District prisons commander Masaka SSP Allan Mushabe DPC Masaka has been withdrawn from course and appointed Ag. Officer in Charge Masaka and takes over from SSP Walter Atuzo who has been sent on accumulated Leave and instructed to move out of barracks.
In Kabula Rakai district, Melchior Kiiza (P.O.I) the officer In Charge Prison Kabula has been suspended from duty until he recaptures prisoner No. Kbl.043/17 Isaac Kamugisha.
Kizza has been instructed to hand over the station to Samuel Kabitania until the escapee is rearrested. The Southern Regional prisons commander has also been instructed to take action.
In Bukwo district, Peter Etidot the officer in charge Bukwo prison has also been suspended from duty until he recaptures two female prisoners who escaped from prison. Etidot has been ordered to handover office to Francis Okuku who has been on leave.
